Carré Laval: A flagship commitment reaches a historic milestone with the creation of a social utility trust

Laval, October 9, 2026 – Mouvement lavallois has reached a decisive milestone in fulfilling one of its flagship commitments: making Carré Laval a new neighbourhood focused on innovation and quality of life. At its October 8 meeting, city council approved the creation of a social utility trust. The trust will oversee the development of the site and ensure that it remains true to the aspirations of Laval residents. This is a first in Quebec: no city had ever entrusted the development of an entire neighbourhood to a social utility trust.

This model will ensure that the vision for Carré Laval is carried forward beyond political cycles, in the interest of current and future generations.

The development of Carré Laval is a flagship commitment in our platform. It brings together three of our key priorities: a prosperous city that takes its rightful place, green neighbourhoods built on a human scale, and an efficient, well-managed city. Mouvement lavallois invites the public to follow the next steps of the project and take part in upcoming consultations. Together, we are making Carré Laval the face of tomorrow’s Laval. We are guided by a single goal: making you proud.
